Paul was born in Passaic, New Jersey in England to Jewish parents. His father, Michael Rudd (1943–2008), was a former vice president of TWA and a historical tour guide. Gloria Irene Granville, his mother, worked as the sales manager for Kansas City, Missouri, television station KSMO-TV.

His mother was from Surbiton and his father was from Edgware; both were natives of London. Both were derived from Ashkenazi Jewish immigrants who came to England from Belarus, Poland, and Russia.

Rudd’s family relocated to Lenexa in Johnson County, Kansas, when he was 10 years old. They also lived in Anaheim, California, for three years due to his father’s work. Rudd attended Broadmoor Junior High in Kansas and Shawnee Mission West High School, where he received his diploma in 1987.

He was a member of the Sigma Nu fraternity’s Nu Chapter as a student at the University of Kansas, where he majored in drama. He attended the American Academy of Dramatic Arts where Matthew Lillard, another actor, also attended.
